How to apply

To apply you need to complete one of the following forms:

Application for Employee Licence
security guard, crowd controller, commercial sub-agent

Application for Agent Licence - Individual
security, crowd control, commercial, inquiry

Application for Agent Licence - Body Corporate

Incomplete applications will not be accepted and will be returned to you. Consumer Affairs will not commence processing your application until it is completed correctly and accompanied by all required documentation. It is your responsibility to ensure that you have provided all necessary information set out in the application form. You should note that you are not permitted to work in the industry until you have obtained your licence.

If you are currently not employed in the industry, but wish to be able to obtain work, you may still apply for an Employee licence. Your application will be assessed and if approved you will be issued a certificate to seek employment.

This certificate allows you to look for work in Tasmania. But cannot be used for Mutual Recognition purposes in another State of Territory as you are NOT licensed to work you are only approved to seek employment. 

Once you have found employment you need to advise us of your employers’ details, so you can be issued an identity card. Once this card is received you can then commence work. 

While you are seeking employment your name will be placed on a register. This register is available to licensed agents who are seeking to employee people who have already been approved by this office.

How long will it take to get my licence?
 

Consumer Affairs understands the need to process your licence as quickly as possible and has an application processing time of around 4 weeks (this includes the time for Tasmania Police to conduct their report which generally takes them 3 weeks).    

 

When an application is correct, we are required under Section 7(2) of the Act, to send a copy to Tasmania Police.  The Commissioner of Police will report back to this office any matters that he thinks may affect the issuing of a licence.   

 

All applicants must allow at least four weeks from the date of lodgement before enquiring on the progress of an application.  

 

You can assist the department to process your application as quickly as possible by ensuring you complete the application form fully, sign the declaration and ensure that all the required supporting documents are supplied.

 

Applications that are not completed correctly or are missing supporting documentation will be returned, or you will be sent a letter asking you to address the issues.  This will delay the processing time of your application.

 

 

Refused application

 

The Commissioner may refuse your application if you do not meet the relevant criteria.  If your application for a licence is refused you can appeal the decision, through the Magistrates Court (Administrative Appeals Division).  The appeal must be lodged within one calendar month of the date of refusal.

Photographs 

 

When making application you must provide 2 identical colour photographs of yourself that conform to the requirements shown below.  If they do not they will not be accepted and you will be requested to supply new photos.

 

The photographs must be: 

  • no more than 6 months old
  • 40-50mm in height and 35-40 mm in width
  • be close up of your head and top of your shoulders, so your face takes up to 70-80% of the photograph
  • show you facing square on to the camera, not looking over one shoulder (portrait style), showing both edges of your face clearly
  • shows your eyes open and clearly visible, (no hair across eyes) or head coverings (hats)
  • be taken in uniform lighting
  • have a plain light coloured background (no pictures, chair backs etc visible)
  • in sharp and clear focus
  • printed on high quality paper and at high resolution
  • of high quality with no ink marks or creases

 

When making reapplication those with an Employee licence need only to update their photos every three years. Agent licence holders must lodge a new photo each application.

Police report 

 

When making application you are required to provide a National Police Certificate on yourself.  The document must be dated within the last 30 days at the time of application.

 

To obtain this certificate you will need to apply to the Tasmania Police Criminal History Service, telephone: 03 6230 2929.  (This may take up to 3 weeks for Tasmania Police to process).

 

Applicants who reapply for a licence before the expiry date of their current licence will not be required to provide another police certificate. 

 

If your licence has expired, you will be deemed a new applicant and will be required to supply a police certificate.

Security Guard and Crowd Controller Activity Exempt 

If you intend to apply for an Employee licence with the sole activity of security guard or crowd controller, you do not need to provide a bankruptcy report.

Training requirements  

To hold a licence you are required to undertake specific training competencies relevant to each activity being applied for.

Applicants who were born overseas 

 

If a person was born overseas, they must supply a copy of one of the following:

  • Australian Citizenship papers 
  • Australian passport 
  • Certificate of residency from the Department of Immigration and Multicultural and Indigenous Affairs. 
  • Foreign passport 
  • Visa papers 

 

If a person does not hold Australian Citizenship and they have spent less than 5 years in Australia, it is the Commissioners view that this is insufficient time to establish good character for the purpose of an application.

 

If you have spent less than 5 years in Australia and wish to make application you must be able to provide the equivalent of an “Australian Criminal Record” from your country of origin.  If the country of origin does not issue such reports, you will not be in a position to apply.

Keeping your licence current 

 

To maintain the currency of your licence, you must re-apply at the end of each licence period.  In the case of an Employee licence holder this will mean reapplying each year, for an Agent licence holder this will mean re-applying every 3 years.

 

Licence holders who do not have a condition of Provisional will be issued a pre-printed re-application notice about 5 weeks before the expiry of their current licence.  Service Tasmania CANNOT issue a pre-printed notice as they are computer generated by this office.

 

A re-application form should be lodged 20 working days before the expiry date (a working day is Monday to Friday).

 

Example: Licence expires 15 December application should be lodged no later than 18 November.  Lodging a form inside the 20 day period increases the risk that your old licence will expire before a new licence is issued.

 

Lodging a form and receiving a receipt does not mean you are authorised to continue working.  Once a licence has expired, the authority to undertake licensed activities is withdrawn.

 

If an application is lodged after the expiry date, you will be deemed to be a new applicant and will have to meet the requirements for a new applicant.  You will be unable to work until a licence has been issued.

 

 

 

First aid certificate 

 

Those who undertake security and crowd control activities are required to hold a current first aid certificate.  You must supply a copy every time you make reapplication, even if it is the same certificate or statement of attainment you lodged the year before.  Lodging the form without a first aid certificate can result in a delay with processing your application.

 

A first aid certificate is only valid for 3 years.  If first aid is a unit on your statement of attainment in security this is still only valid for 3 years and the date will be taken from the issue date of the statement of attainment.  Example: The statement of attainment was issued 23 August 2004, the first aid unit is only current to 23 August 2007.

 

First aid certificates acceptable are Workplace Level 2 or higher certificate (e.g. from Red Cross), or the unit PRSS0327 from Certificate III in Security Operations or PRSS0206 from Certificate II in Security Operations.

When is a licence not required? 

There is no requirement under the Security and Investigation Agents Act 2002 for the following to be licensed:

 

 

Security advisers

Individuals paid or otherwise rewarded to provide security advice about security equipment, methods or principles.

 

Security equipment installers

Individuals paid or otherwise rewarded to install, repair, service or maintain security equipment.

 

Process servers

Individuals paid or otherwise rewarded to serve a writ, summons or other legal process.

 

 

There are also a number of exempt persons under the Act.

 

  • a licensee of licensed premises who employs crowd controllers or undertakes crowd control activities in, or relation to, their licensed premises
  • a legal practitioner acting in the ordinary course of your profession, or a clerk employed by a legal practitioner acting in the ordinary course of your employment, while carrying out any activity of a commercial agent or an inquiry agent
  • a person employed by the holder of a licence to perform clerical or secretarial functions acting in the ordinary course of that employment while carrying out any activity of a commercial agent or an inquiry agent
  • a person employed by a commercial agent for the purpose of debt collection by telephone acting in the ordinary course of that employment
  • a member of the Australasian Institute of Chartered Loss Adjusters acting in the ordinary course of his or her profession while carrying out any activity of a commercial agent or an inquiry agent or
  • a member of the Defence Force of the Commonwealth performing the functions of such a member is not required to hold a licence while carrying out any activity of a commercial agent, a security agent, an inquiry agent, a commercial sub-agent or a security guard.

Licensed interstate (mutual recognition) 

 

You cannot work in Tasmania using your interstate licence.  However you can apply for a Tasmanian licence under the Mutual Recognition Act 1992 provided your interstate licence is current.

 

Mutual recognition only applies to individuals.  A company must apply through the normal application process.

 

 

Why doesn't my interstate licence cover me in Tasmania? 

 

As with Drivers licenses and road rules, each state maintains jurisdiction over their own security licensing.  Regulation is through the respective state governments and their relevant legislation.  Because of the differences in legislation, each state requires that a licence must be issued under their jurisdiction to authorise employment within the industry.

 

 

Is there a separate application form for Mutual Recognition? 

 

Yes, it is called Application for Mutual Recognition and is available on the ‘forms’ page.  Applicants will need to provide a copy of their current interstate licence with the completed application form and the required documentation as listed on the form.
