Types of Collections

Charities can use a variety of methods to collect money from the public. There are different types of collections, each with their own guidelines and requirements.

House to House Collection – Door Knocking

House to House Collection – Door Knocking

Organisations that are licensed under the Collections for Charities Act 2001 are entitled to visit a house to collect money for a charitable purpose.

 

When can I collect?

When door knocking, a person must not begin collections before 9am on any day, or continue after sunset.

Sunset is:

  • 8pm between 1 November and 31 January
  • 7pm between 1 February and 30 April
  • 5pm between 1 May and 31 August
  • 7pm between 1 September and 31 October

 

What do I require when collecting?

When door knocking, fundraisers must:

  • wear an identity card which shows their name, the organisations name and the location of the principal office of the organisation
  • tell the person the name of the organisation
  • tell the person the purpose of the donation

 

Can children collect house to house?

Children under the age of 12 years may solicit for donations, only if they are under the immediate control of an adult person. Persons aged between 12 and 15 years may solicit, only if they are under the supervision of an adult. Persons 16 years of age or over may solicit for donations without supervision.

Raffles

The selling of raffle tickets does not come within the jurisdiction of the Collections for Charities Act. Raffles, are administered by the Tasmanian Gaming Commission who can be contacted at:

Telephone marketing

Charitable organisations may wish to solicit donations by way of telephone marketing.

 

When can I call?

Fundraisers who telephone residential numbers seeking donations may only do so between 9 a.m. and 8 p.m. on any day.

These rules apply to any person soliciting for a charity by telephone and include volunteers, employees of a charity and persons employed by a marketing business.

 

What do I require when collecting?

If a person solicits for a charitable purpose by telephone, the caller must state their name, the name of the organisation they represent, and the State or Territory in which the principal office of that organisation is located.

Street Collections - Soliciting in a public place

In addition to the requirements of the Collections for Charities Act, you must seek permission from the Tasmanian Police if you wish to collect for donations on a public street or in a public place. This type of collecting is regulated to avoid overlap between fund raising events.

What do I require when collecting?

Soliciting through writing, electronic media, or advertisement

Organisations often make written requests for donations. These may be addressed to the recipient or come in the form of a general request or public advertisement. Any written request, however communicated, must include the following:

  • a statement of the purpose for which the donation is sought
  • the name of the organisation
  • the address of the principal office of the organisation and
  • a contact telephone number for the organisation

Exclusions from the Act

The Act does not apply to:

  • the sale of goods or services such as a chocolate fund-raiser
  • a request for renewal of membership of an organisation
  • an appeal by an organisation to its membership such as by a cricket club or hobby group
  • an appeal within premises that are used by a club or religious organisation such as a collection plate
  • an appeal to a Commonwealth, State or Local authority
